Vintage Enameled Ladies Compact, Multiple Compartments, Snap Closure, Issue

Issue
:  Flaking enamel on the outside, even as I handle it for photos, more flakes off.
The compact still includes green eyeshadow, red lip color and rosy red rouge.  There is also powder dust.  Due to the condition of the outside, I did not clean it out for fear of more enamel flaking.  This belonged to my mother-in law who carried it in the early 1940's.  Maker unknown.
Cream enamel over gold metal compact, snap closure, strong spring metal mirror (no glass) section in the center.  One side has a covered compartments for face powder and rouge and the other has an eyebrow brush slot, and another open slot maybe for an applicator.  There is a small well and two covered wells for eyeshadow and lip color.  It measures 2 x 3" closed and bears a gold basket painted with a red rose and greenery that also has four rhinestones.
Historically, I would enjoy any information on this or a maker name if you care to share.
