The document is in very good condition overall; light wear along the edges and corners, some discolorations and markings throughout the document (both front and back), appears to have been once mounted as there is residual adhesive markings on the back of the document.
Frank McCoppin
- was the first Irish-born and foreign-born Mayor of San Francisco.  He was a member of the Royal Irish Constabulary (Irish Police Force) from 1851 until he emigrated to the United States in 1853.  In 1860 he was made supervisor of the Market Street Railway.  In 1860 he was elected to the San Francisco Board of Supervisors.  He was elected mayor in 1867, serving from December 2, 1867 to December 5, 1869.
He was unable to win the election in 1869 due to questions of him being a naturalized citizen during his time on the San Francisco Board of Supervisors and as Mayor.  He later went on to serve two terms in the California State Senate.
In 1894, President Grover Cleveland appointed him Postmaster of San Francisco.
